CERC GNA Regulations

These regulations have been framed by the Central Electricity Regulatory Commission to facilitate non-discriminatory open access to licensees or generating companies or consumers for use of inter-State transmission system through General Network Access (GNA). The regulations have been notified on 7th June 2022. The ‘Detailed Procedure for Connectivity and GNA’ under Regulation 39.1 has been approved by CERC on 14th October, 2022. First amendment of the same has been notified on 6th April, 2023. Tariff Regulations

The State Electricity Regulatory Commissions (SERCs) and Central Electricity Regulatory Commission (CERC) issue tariff regulations for intra-state and inter-state transmission systems respectively from time to time. These provides guiding principles for determination of tariff for transmission projects in the country.

CERC Sharing Regulations

The CERC has issued the Sharing of Inter-State Transmission Charges and Losses regulations dated 15th June 2010 and new regulations dated 4th May 2020. The primary purpose of these regulations is to develop and implement a national transmission tariff framework which is sensitive to distance, direction and quantum of flow of electric energy.

CERC Planning Regulations

The CERC has issued Planning, Coordination and Development of Economic and Efficient Inter-State Transmission system by Central Transmission Utility and other matters regulations dated 23rd July 2018. The primary purpose of these regulations is to lay down principles to be followed for planning process, ensure participation of stakeholders in the planning process, bring transparency in the process and demarcate roles of various organisations in the process.

Grid Code Regulations

The State Electricity Regulatory Commissions (SERCs) and Central Electricity Regulatory Commission (CERC) issue the Grid Code regulations. The primary purpose of the regulations is to bring out a single set of technical and commercial rules, encompassing all the users connected to/or using transmission system in the country, provide documentation of the principles and procedures which defines the relationship between the various Users of the transmission system, as well Load Despatch Centres, and to facilitates the operation, maintenance, development, and planning of economic and reliable power Grid at the central and state level.

Open Access Regulations

The State Electricity Regulatory Commissions (SERCs) and Central Electricity Regulatory Commission (CERC) issue regulations for promoting open access to intra-state and inter-state transmission system in the country. The regulations outline the application process for open access and scheduling different types of open access transactions in the power system and determine various charges associated with open access. The CERC has issued Open Access in Inter-State transmission system regulations dated 25th January 2008. This regulation is applicable to the applications made for grant of open access for energy transfer schedules commencing on or after 1st April 2008. The primary purpose of these regulations is to utilize the surplus capacity available on the inter-state transmission system.

CERC Grant of Connectivity Regulations

The CERC has issued Grant of Connectivity, Long term Access and Medium-term Open access in inter-State transmission system regulations dated 7th August 2009. The primary purpose of these regulations is to lay down the procedural requirements of making an application; processing of applications; and other conditions with regard to Grant of Connectivity, Long term Access and Medium-term Open Access in inter-State transmission system.

CERC Standard of Performance Regulations

The electricity transmission business being a natural monopoly, it is important to have an objective framework on which the performance of various transmission licensees can be judged. In line with this, State Electricity Regulatory Commissions (SERCs) and Central Electricity Regulatory Commission (CERC) have framed standard of performance regulations for transmission licensees within their jurisdiction.

The CERC has issued Standards of Performance of inter-State transmission licensee regulations dated 17th September 2012. The primary purpose of these regulations is to ensure compliance of the Standards of Performance by the inter-State transmission licensees and to provide for an efficient, reliable, coordinated and economical system of electricity transmission, non-adherence of which would entitle the affected parties to compensation.

CEA Construction Regulations

The CEA has issued Technical Standards for Construction of Electrical Plants and Electric Lines regulations dated 20th August 2010. The primary purpose of these regulations is to specify technical standards for construction of electric lines.

CEA Safety and Supply Regulations

The CEA has issued Measures relating to Safety and Electric Supply regulations dated 20th September 2010. The primary purpose of these regulations is to specify safety measures for construction, operation and maintenance of power stations, sub-stations, transmission and distribution lines.

CEA Safety Standards Regulations

The CEA has issued Safety Requirements for Construction, Operation and Maintenance of Electrical Plants and Electric Lines regulations dated 24th January 2010. The primary purpose of these regulations is to lay down safety provisions to ensure safety for employees, including those of contractors, sub-contractors as well as visitors.

CEA Grid Standards Regulations

The CEA has issued Grid Standards regulations dated 24th June 2010. The primary purpose of these regulations is to maintain the Grid Standards for operation and maintenance of transmission lines.

The CEA has issued Technical Standards for Connectivity to the Grid regulations dated 21st February 2007. The primary purpose of these regulations is to ensure safe operation, integrity and reliability of the grid.

CERC Cross Border Trade Regulations

The CERC has issued Cross Border Trade of Electricity Regulations, 2019 to enable and facilitate Cross Border Trade of Electricity between India and its neighbouring countries. The regulations have also dealt with planning and implementation of Cross Border Transmission Link between the two countries.

CERC Communication System for ISTS

CERC has issued a Communication System for inter-State transmission of electricity Regulations, 2017. These regulations provide for planning, implementation, operation and maintenance and up-gradation of reliable communication system for all communication requirements including exchange of data for integrated operation of National Grid.
