Standard Bidding Documents
The Ministry of Power had issued a model Standard Request for Proposal (RfP) for selection of Transmission Service Provider through TBCB process to establish Inter-State transmission system projects in 2006. It has also issued model Standard Transmission Service Agreement (TSA) for development and operation of Inter-State transmission system through TBCB in2006. Both the documents were revised in 2021 and were amended in 2022.
Project Announcements
Ministry of Power has appointed PFC Consulting Ltd. (PFFCL) and REC Transmission Projects Company Ltd (RECTPCL) as the Bid Process Coordinators (BPC) for the development of independent transmission projects. As a result,various independent transmission projects in the country have been awarded, the details of which are listed below.

Bid Process Coordinators
A Bid Process Coordinator (BPC) is responsible for conducting the bid process for procurement of required transmission services for each inter-state transmission project to be implemented under tariff-based competitive bidding. For procurement of transmission services, required for any inter-state Transmission Project, the Central Government shall notify the CTU or any Central Government Organization / Central Public Sector Undertaking or its wholly owned subsidiary (Special Purpose Vehicle) to be the BPC.

Analysis of ISTS projects under TBCB
Tariff based competitive bidding (TBCB) process for tariff determination is common in the Inter-state transmission system (ISTS) since 2008, with the evolution of TBCB guidelines in 2006. An analysis of the various aspects of TBCB transmission projects is under progress and will be shared after completion.

TBCB Threshold in states
In order to further competition in the transmission sector, tariff based competitive bidding is being adopted by various states as per the recommendation of the National Tariff Policy, 2016. This process has further gained pace since the Supreme Court’s Order directing SERCs to frame regulations under Section 181 of the Act on the terms and conditions for determination of tariff for transmission projects. The graph below tracks the progress in terms of States instituting the threshold limit (in Rs crore) for TBCB projects.
