Term Definition/ Explanation
Letter of Intent (LoI) "Letter of Intent" or "LoI" shall mean the letter to be issued by the BPC to the Bidder, who has been identitled as the selected bidder, for award of the Project to such Bidder.
Request for Proposal (RfP) "RFP" shall mean Request for Proposal document along with all schedules, formats, annexure and RFP Project Documents attached hereto, issued by BPC for tariff based competitive bidding process for selection of bidder who will acquire the TSP through e-reverse bidding to execute the Project, and shall include any modifications, amendments or alterations or clarifications thereto.
Associated Transmission System (ATS) "Associated Transmission System" or "ATS" means the transmission system identified for a generating station by the Central Transmission Utility in the Long Term Access grant.
Peak Block "Peak Block" means the block in which sum of net ISTS drawals by all States is maximum during the month.
Dedicated Transmission Lines “Dedicated Transmission Lines" means any electric supply-line for point to point transmission which are required for the purpose of connecting electric lines or electric plants of a captive generating plant referred to in section 9 or generating station referred to in section 10 to any transmission lines or sub-stations or generating stations, or the load centre, as the case may be.
Inter-State Transmission System “Inter-State Transmission System” includes -
(i) any system for the conveyance of electricity by means of main transmission line from the territory of one State to another State;
(ii) the conveyance of electricity across the territory of an intervening State as well as conveyance within the State which is incidental to such inter-State transmission of electricity;
(iii) the transmission of electricity within the territory of a State on a system built, owned, operated, maintained or controlled by a Central Transmission Utility.
Intra-State Transmission System “Intra-State Transmission System” means any system for transmission of electricity other than an inter-State transmission system.
Open Access “Open Access” means the non-discriminatory provision for the use of transmission lines or distribution system or associated facilities with such lines or system by any licensee or consumer or a person engaged in generation in accordance with the regulations specified by the Appropriate Commission.
Regional Power Committee “Regional Power Committee” means a committee established by resolution by the Central Government for a specified region for facilitating the integrated operation of the power systems in that region.
Sub-station "Sub-station" means a station for transforming or converting electricity for the transmission or distribution thereof and includes transformers converters, switch-gears, capacitors, synchronous condensers, structures, cable and other appurtenant equipment and any buildings used for that purpose and the site thereof.
Transmission Lines “Transmission Lines" means all high pressure cables and overhead lines (not being an essential part of the distribution system of a licensee) transmitting electricity from a generating station to another generating station or a substation, together with any step-up and step-down transformers, switch-gear and other works necessary to and used for the control of such cables or overhead lines, and such buildings or part thereof as may be required to accommodate such transformers, switch-gear and other works.
Transmission Licensee "Transmission Licensee” means a licensee authorised to establish or operate transmission lines.
Ancillary Services "Ancillary Services" in relation to power system (or grid) operation, the services necessary to support the power system (or grid) operation in maintaining power quality, reliability and security of the grid, eg. active power support for load following, reactive power support, black start, etc.
Available Transfer Capability (ATC) “Available Transfer Capability (ATC)" the transfer capability of the inter-control area transmission system available for scheduling commercial transactions (through long term access, medium term open access and short term open access) in a specific direction, taking into account the network security. Mathematically ATC is the Total Transfer Capability less Transmission Reliability Margin.
Central Transmission Utility (CTU) “Central Transmission Utility (CTU)” means any Government company, which the Central Government may notify under sub-section (1) of Section 38 of the Act.
Congestion “Congestion” means a situation where the demand for transmission capacity exceeds the Available Transfer Capability.
Connectivity “Connectivity” means the state of getting connected to the inter-State transmission system by a generating station, including a captive generating plant, a bulk consumer or an inter-State transmission licensee.
Flexible Alternating Current Transmission System (FACTS) "Flexible Alternating Current Transmission System (FACTS)" means a power electronics based system and other static equipment that provide control of one or more AC transmission system parameters to enhance controllability and increase power transfer capability.
Extra High Voltage (EHV) "Extra High Voltage (EHV)" means where the voltage exceeds 33,000 volts under normal conditions, subject, however, to the percentage variation allowed by the Authority.
Inter-State Generating Station (ISGS) "Inter-State Generating Station (ISGS)" means a Central generating station or other generating station, in which two or more states have Shares.
Long–term Access "Long –term Access" means the right to use the inter-State transmission system for a period exceeding 12 years but not exceeding 25 years.
Medium-term Open Access “Medium-term Open Access” means the right to use the inter- State transmission system for a period exceeding 3 months but not exceeding 3 years.
Regional Power Committee (RPC) "Regional Power Committee (RPC)” means a Committee established by resolution by the Central Government for a specific region for facilitating the integrated operation of the power systems in that region.
Short-term Open Access "Short-term Open Access” means open access for a period up to one (1) month at one time.
Total Transfer Capability (TTC) “Total Transfer Capability (TTC)” means the amount of electric power that can be transferred reliably over the inter-control area transmission system under a given set of operating conditions considering the effect of occurrence of the worst credible contingency.
Transmission Reliability Margin (TRM) “Transmission Reliability Margin (TRM)” means the amount of margin kept in the total transfer capability necessary to ensure that the interconnected transmission network is secure under a reasonable range of uncertainties in system conditions.
Competitive Bidding "Competitive Bidding" means a transparent process for procurement of equipment, services and works in which bids are invited by the project developer by open advertisement covering the scope and specifications of the equipment, services and works required for the project, and the terms and conditions of the proposed contract as well as the criteria by which bids shall be evaluated, and shall include domestic competitive bidding and international competitive bidding.
Transmission Service Agreement "Transmission Service Agreement" means the agreement entered into between the transmission licensee and the Designated ISTS Customers in accordance with the Sharing Regulations and shall include the Bulk Power Transmission Agreement and Long Term Access Agreement.
Transmission System "Transmission System" means a line or a group of lines with or without associated sub-station, equipment associated with transmission lines and sub-stations identified under the scheme as per the Investment Approval(s) and shall include associated communication system.
Associated Communication System “Associated Communication System” means a communication system associated with a project set up for exchange of voice/video data with load despatch centre as per Grid Code.
Communication Network “Communication Network” means an interconnection of communication nodes through a combination of media, either directly or through intermediary node(s).
Communication System “Communication System” is a collection of individual communication networks, communication media, relaying stations, tributary stations, terminal equipment usually capable of inter-connection and inter-operation to form an integrated communication backbone for power sector. It also includes existing communication system of Inter State Transmission System, Satellite and Radio Communication System and their auxiliary power supply system, etc. used for regulation of interState and intra-State transmission of electricity.
State Network "State Network" means intra-State transmission system owned by the State Transmission Utility, transmission licensee or the network of any other person who has been granted license by the State Commission to establish or operate distribution lines within the State.
Stranded Transmission Capacity "Stranded Transmission Capacity" means the transmission capacity in the inter-State transmission system which is likely to remain utilised due to relinquishment of access rights by a long-term customer in accordance with regulation 16.
