Reginal Power Committee

The Ministry of Power (MoP) through its notification dated 4th November 2019, had constituted the Regional Power Committee (Transmission Planning) with identified Terms of Reference for the Committee. It is mandated to carry out quarterly review of Transmission system in the region, assess the transmission system requirements in the near, medium and long-term basis, examine applications for connectivity, review upstream and downstream networks, evaluate intra-state proposals, and facilitate inter-regional grid strengthening schemes. These committees were dissolved in October 2021.

Team Composition
To revise the existing five five Regional Standing Committees on Transmission (RSCT) by replacing with five new “Regional Power Committees (Transmission Planning) (RPCTPs).
The team comprises of:
- Member (Power System), CEA (Chairperson)
- CEO, CTU (Powergrid) (Member)
- Director (system operations), POSOCO (Member)
- Head of STUs (Member)
- Member secretary of RPCs (Member)
- CMD/MD/Chairman of NTPC, NHPC, SECI, DVC (Members)
- Chief Engineer (Power system wing), CEA (Member Secretary)

Terms of Reference (ToR) of the Committee
Carry out a quarterly review of the Transmission System in the region; assess the growth in generation capacity and the demand in various parts of the region; and draw up proposals for strengthening inter— Regional transmission system.
- Assess the transmission system requirements in the near, medium and long term and draw up transmission schemes to meet these requirements.
- Examine applications for connectivity and access and ensure that these are granted speedily, provided that the requisite fees/charges are paid.
- Review the upstream and downstream network associated with transmission schemes.
- Examine and evaluate the intra-state transmission proposals.
- Review and facilitate the construction of the inter-regional grid strengthening schemes.

Meeting Frequency/ Other points
The RPCTPs will forward their review of the transmission systems and their recommendation for system expansion/ strengthening to the NCT at the end of every quarter— by 15th July; 15th October; 15th January and 15th April. The NCT will examine the proposals and forward them to Government with their recommendations.
